This is a DOCSIS 3.0 Wireless cable Residential Gateway. It uses an eCos operating system.
It seems it shares the same hardware with the Netgear CG3100D/CG3101D, Motorola SBG6580, Virgin Media Super Hub VMDG480.

How to connect to the Serial Port of this specific device:

Use a serial TTL adapter to connect to RX, TX, GND.
Do not connect Vcc, or you will most likely fry your router.

Use a SPI flash programmer to connect to the onboard SPI flash chip, no desoldering required:

Do not power on the epc3825 while using the SPI flash chip with an external programmer. Unless you locate the ISP pin, but then no external VCC at the flash chip will be required.
